Who Must Register in Shreveport

Any person convicted of a qualifying sex offense in Louisiana, or who comes to Shreveport after a conviction elsewhere, must register under RS 15:540. The duty to register is based on the offense, not the type of sentence. Probation-only sentences still require registration when the offense qualifies.

Louisiana uses a three-tier system. Tier I means annual registration for 15 years. Tier II means semi-annual registration for 25 years. Tier III means registration every 90 days for life. Tiers are set at sentencing and do not change based on post-release conduct.

Under RS 15:542, Shreveport registrants must report to all three required agencies: Louisiana State Police, the Caddo Parish Sheriff's Office, and the Shreveport Police Department. Failing to register with any one of the three is a separate felony offense. Address changes must be reported within 3 business days of the move.

The list of qualifying offenses and the full scope of registration obligations appear in RS 15:541. This statute also addresses online identifiers. All email addresses, social media usernames, and screen names must be reported at registration and updated within 3 business days of any change.

Reporting Non-Compliance in Shreveport

To report a sex offender in Shreveport who may be out of compliance, call the Shreveport Police Department at (318) 673-6955 for non-emergency reports. For parish-level matters, call the Caddo Parish Sheriff at (318) 675-2170. For a state-level report, use the LSP hotline at 1-800-858-0551.

Non-compliance covers a range of situations: failure to register, a false or outdated address on file, failure to update online identifiers, working or attending school without registering at those locations, and violating residency restrictions near schools or daycares. Each is a criminal offense under Louisiana law.

Do not confront a registered offender on your own. Using sex offender registry data to threaten, harass, or intimidate any person, including a registrant's household members, can result in criminal charges. Report concerns to law enforcement and let them handle the follow-up.
