Where to Register in Central

Central is an incorporated city located in the northeastern part of East Baton Rouge Parish. Because it has its own city government and police department, sex offenders living or working in Central must register with three agencies: the Central Police Department, the East Baton Rouge Parish Sheriff's Office, and the Louisiana State Police. All three registrations are required by state law.

CPD Non-Emergency 225-261-4411

All registration is in person. Bring your photo ID and proof of address for each visit. Each agency takes its own record of your registration. The EBR Sheriff uses OffenderWatch to maintain the parish registry, and that data feeds into the LSP statewide system. Missing any one of the three registrations does not satisfy the legal requirement.

How to Search Central Sex Offender Records

East Baton Rouge Parish uses the OffenderWatch platform. You can search for sex offenders registered in Central through the EBR Sheriff's OffenderWatch portal or through the LSP statewide registry. Both are free to use. Central uses the ZIP code 70739.

The OffenderWatch search allows you to search by name, address, or ZIP code. Results show the registrant's photo, address, offense type, and tier level. You can also sign up for email notifications if you want alerts when a new offender registers in your neighborhood in Central.

For phone inquiries, call the state hotline at 1-800-858-0551 (8 AM to 4:30 PM CDT, Monday through Friday). For local Central questions, call the Central Police Department at 225-261-4411 or the EBR Sheriff at 225-389-5000.

Registration Tiers in Central

Louisiana assigns every sex offender to one of three tiers at the time of conviction. The tier governs how long the person must register and how often they verify their address. These rules come from RS 15:540 and RS 15:541.

Tier I offenders in Central register for 15 years and verify annually. This applies to lower-risk offense categories. One in-person check-in per year is required at Central PD, the EBR Sheriff, or LSP.

Tier II offenders register for 25 years and verify every six months. Two in-person check-ins per year. This tier covers a wide range of offenses, including many involving minors.

Tier III offenders register for life and verify every 90 days. Four in-person check-ins per year. The most serious offenses fall into this tier. Tier III registrant information is always publicly available.

All tiers share the same 3-day update rule. Any change in address, employer, vehicle, or school must be reported within 3 days. Under RS 15:542, failing to register or update is a felony. A first offense carries up to 5 years.

Central as an Incorporated City in EBR Parish

Central incorporated as a city in 2005. Before that, it was an unincorporated community in East Baton Rouge Parish. Today, the Central Police Department handles city law enforcement. But because Central is still within EBR Parish, the EBR Sheriff's Office retains a role in sex offender registration alongside the city police.

This dual-agency requirement can cause confusion for new registrants moving into Central. Both agencies must receive your registration. Do not assume that registering with Central PD alone is enough. You must also visit the EBR Sheriff and the LSP.

If you move from another part of EBR Parish into the city of Central, you still need to re-register with the Central PD since you now fall under a new law enforcement jurisdiction. The 3-day window applies from the date of the move.

DOC and Central Registrations

Some sex offenders in Central remain under Louisiana Department of Corrections supervision after their release from prison. The DOC tracks these individuals through its own registry. You can search the DOC sex offender page at doc.la.gov for offenders still under state supervision.

Louisiana DOC sex offender registry page

The Louisiana DOC sex offender page tracks offenders under active probation or parole supervision, including those living in Central and East Baton Rouge Parish.

For the most complete picture of sex offenders in Central, check both the EBR OffenderWatch portal and the LSP statewide registry. You can also check the DOC page for offenders still on active supervision. All three sources are free and available to the public.

Residency and Movement Rules in Central

Louisiana law limits where sex offenders can live, especially near schools, daycares, and playgrounds. Central has several schools and community facilities. Certain tier-level offenders may not be permitted to live within 1,000 feet of these locations.

If you are a registrant looking to move to Central, check the specific restrictions for your tier with the Central Police Department or the EBR Sheriff before signing a lease or buying a home. The city's rapid growth in recent years means new schools and facilities may affect what was previously a compliant address.

Contact the Central Police Department at 225-261-4411 or the EBR Sheriff at 225-389-5000 with any questions about address restrictions in Central. Getting this wrong can result in a new felony charge.
